The project is in the “project development phase” to evaluate project limits, develop design standards, identify environmentally-sensitive areas, study existing and future freight and passenger traffic patterns, and identify potential access locations. This phase will result in a concept document shown below. The project is scheduled to begin construction in 2026 and complete in 2030.
